ELPAC Paper 1 Transition to Rasch-Informed Cut-Scores
Description
The ELPAC test of English for Aeronautical Radiotelepehony Communication for air traffic controllers and pilots comprises of two papers. Paper 1 is the listening comprehension part of the test, which is computer aided- Test takers hear transmissions from speakers with different accents of English and are then asked questions about what was said in the audio files. When the test was originally designed, the test scored was calculated using a 70% pass mark. Although the pass mark approach appears to have worked well for the test, there was no scientific foundation for it. Therefore, it was decided to shift away from using a pass mark to the use of Rasch-informed cut-scores.
