Alternatives to involuntary placement of adults with comorbid mental illness in the city of Basel

Description
In December 2019, the cantonal working group "Accommodation for severely addicted mentally ill people" formulated the need for a low-threshold and viable alternative to involuntary hospitalization (FU) for people with addiction and other mental illnesses in a clinic. The lack of such a service in the canton of Basel-Stadt led to problems in the canton's University Psychiatric Clinics UPK. For this reason, the association Diakonische Stadtarbeit ELIM was commissioned by the Disability Services and the Addiction Department of the Canton of Basel-Stadt to develop a concept and a business plan for a new residential service. ZHAW Social Work was given a mandate to write the specialized concept and provide project consulting. This mandate was carried out by the Institute of Social Policy and Management in 2022 and 2023. Once the project is completed, the specialist concept will be ready for implementation.
