The Housing and Shelter division (W+O) of the City of Zurich's Social Facilities and Operations (SEB) was commissioned to introduce the “Housing First” approach as a pilot project in the city's housing integration services for a period of three years.

The Institute for Diversity and Social Integration (IVGT) was commissioned to evaluate the Housing First project in the city of Zurich.

• The evaluation is based on a comprehensive analysis that takes all necessary perspectives into account in order to thoroughly assess the pilot project.
• Both quantitative and qualitative data are collected and systematically linked in order to formulate concrete statements on performance and target achievement.
• The results of the evaluation lead to recommendations for a possible continuation of the pilot project and also take into account the cooperation between the participating organizations as well as the integration into the existing residential integration landscape of the city of Zurich.
